Resin bonded scatters aggregate onto a resin-primed substrate, producing a thinner layer. Resin-bound pre-mixes aggregate and resin before laying, creating a fully permeable surface. Bonded surfacing is not permeable, so it requires confirmed adequate drainage on the existing base.

The contractor inspects the sub-base for structural integrity and checks that existing drainage is adequate. Both findings are documented in the written scope. If the base does not qualify, the scope will say so and outline what preparation or alternative approach is needed.
